3 and NV play like an RPG with shooting mechanics. 4 is the first one that feels like a shooter, and it's gameplay mechanics are simplified, for better or worse. You can, for the most part, skip the settlement stuff, so I don't really think that's a factor if you don't enjoy it (which is a subjective thing anyways - I enjoyed it, although it was a bit shallow).
