No one just randomly mentions who was President during X or Y if the goal isn't to give that President negative or positive credit for it.
If Biden isn't at fault, then it is as irrelevant as pointing out who was the reigning Super Bowl champ when Bin Laden was shot.
Also, it's a lie because you have literally mentioned things like Roe as why we shouldn't vote because we are losing no matter who is President.
