According to the community there have been some great ones over the years. But I associate the default UI most use with all the trash I've tried ever the years at this point.
Fear and Hunger
Fear and Hunger Termina
Lisa
Coffin of Andy and Leyley
are some of my favorite rpg maker games

Some good games have been made with it. Some aren't even RPGs. Lisa, To the Moon, Fear and Hunger Termina, Felvidek, Symphony of War are some of my favorite commercial rpg maker games that I can recall.

It can absolutely be used to make great games. Problem is a lot of people seem to only put in the bare minimum effort. Most use default Windows/Menus and the included free resource pack is usually a sign that the game is mediocre.

It's ease of use attracts a high amount of novice developers so the game quality you get is novice level most of the time.

Omori was amazing

As long as it goes out of its way to carve out a unique style and has an engaging story, it can really be good.

There's a surprisingly good one by the title of Forever Home.

The first hour or two is kinda rough when it comes to cringe factor, but that quickly resolves itself and the gameplay turns out to work a lot better than I thought it would at first.

Meanwhile, the story turned out great , with one of the most emotional scenes I've ever seen.

Now, it's still an RPGM game so the graphics and such are eh but that aside I thought it was phenomenal.
There's a difference between canon and not-stupid.

Can the engine make good games?
Absolutely. I'm going to go out on a limb and say even with the basic included stuff alone could make a good rpg despite the by the numbers gameplay. It's just that it's easy to make a really bad one too so you're going to find a lot of baaaaad rpg maker games.

The more changes in graphics sound etc there are the higher chance of it being a quality project, even one that would make you go " I didn't realize this was rpg maker"
It's actually really versatile.
