I saw people complaining that other people took offensive from it. But have not sound many people saying that dislike it.

In Iran it implies "Sit on this" but that is the only context I am aware of where it is vulgar.

Meaning isn't 'fixed'. It's dependent on intention and context.

Yeah, it's this. Also like when people used to respond "Cool story bro."

If you respond to a long message or post with that, and only that , it can sound like you're being dismissive / passive aggressive. But just using the emoji isn't automatically offensive.
