Bowser just flat out kills Luigi at the start of the game to be re-established as a threat.

Nintendo consider this canon and Luigi never appears in any Mario game again aside from one cameo apperance in Waluigi's mansion as a ghost in which he is captured without much fanfare near the start of the game.

How would you react?
What would you do?

they should kill Mario instead, and let Luigi take his brother's place as head of the franchise. I remember years ago watching a flash animation about Mario being slain, and Luigi leading the Mushroom kingdom to war to get revenge

Luigi's mansion 4 is now a survival horror game where you have to escape the ghost hunters trying to succ you.
