The game doesn't gate locations.
You can go anywhere the second you step out of the vault.
Point Pleasant is on the western side of the forest. (the region you start in)
Although it should be noted that some areas and events are ill advised as a new player. Like avoid the Seismic Activity event at first. The boss in that event does an AOE slam attack that hits you even if you're in the air (you have to be
really
high in the air to avoid it). So at low level, you'd be continuously getting one shot by a nearly unavoidable attack. Not a fun time lol.
New players should also avoid areas that have been nuked and really the entire lower right section of the map.
