But in that example, since the name doesn't actually mean anything, neither would be incorrect. Is that right?

It can be, but when they write names, they know when certain characters will be romanized as an "s" for example so they use those characters. like for example the proper romanization of gyarados's name is "gyarados," just like dugtrio's romanization is "dugtrio" and so on. They did it intentionally, it wasn't left up to localization to decide to drop anything.
