More or less, the same way. The main influence for the late 90's was from Russo, and his love for Jerry Springer, and Howard Stern nonsense. ECW was basically Memphis wrestling mixed with Smokey Mountain Wrestling, and FMW. Nothing really original or groundbreaking.

The Attitude Era would have still happened. The only "what if" situation that would have completely changed the industry is if Tommy Dreamer went ahead with his plan to sneak a gun into WrestleMania 17, murder Paul Heyman, and then commit suicide in the middle of the ring .
