If I had to take a random guess for the sudden delisting I'm assuming its something to do with the vocal song openings. (In zestiria case, probably the neon genesis Evangelion license running out. Cameo license stuff got phantasy star portable 2 delisted years back).

Japan can be a bit picky when it comes to digital rights for various things in other regions. Promotional cross-over stuff (like I mentioned before this is what got phantasy star portable 2 delisted years ago. The game contained things like a to love ru outfit, and a few more from other manga/anime series), voice actors (this was the reason why it took mega man legends so long to get released on PS3 PSN for NA years back, in comparison to japan who had the game for a long time on their PSN), the actors theirselves (the reason why it took judgment so long to get ported over to the PC), songs, etc.
That still shows as available for me (for now at least)

Tales of Graces F (the remaster and localization) remains PS3 exclusive.
The less said about Dawn of the New World, the better... so mediocre all subsequent Symphonia versions omit it.
