It's all there in the manual. That is to say, literally from the canon TTRPG manual. Plus a little bit from Kya, Aang's lesbian daughter.

As you'd probably expect, Air Nomads are super chill about both sexuality and gender identity, freely accepting any and all.

The Water Tribes differ a bit between the North and South. They sooooort of accept same-sex relationships (it's rare that you're kicked out for being gay), but it's custom to keep personal matters private and keep your sexuality to yourself. The Southern Water Tribe is naturally the more progressive of the two, the Yangchen novels having a married male couple a few centuries before Aang's time. It was post-Korra that Desna and Eska of the Northern Tribe decreed that gender would not limit marriage and they received pushback for it. Both the North and the South tend to shun trans and nonbinary people.

The Earth Kingdom is regressive as a whole, but it's such a large, fractured country that there are areas where it's seen as completely normal. Going by the wiki, it almost seems like they were more accepting of gender identity than sexuality; it mentions that same-sex attraction isn't viewed very well, but it only lists examples of gender nonconformists who found acceptance there.

The Fire Nation under Sozin, Azulon, and Ozai's rule is the worst about it. As I mentioned once ITT, same-sex marriage used to be legal, but Sozin outlawed homosexuality because he hated his lesbian sister. And not just in the "you can't get married" sense, you would be arrested for it. We can probably assume Zuko ended these laws when he rose to power.

It makes sense for the strong nationalist stance of the Fire Nation. They would be pushing for families, for more fire nation children. When you have such a government they are against things that could in their eyes bring forth less children, less potential fire nation soldiers.

I could see the same thing with the Earth Nation during war time. Less that they would be anti-LGBT and more that they would push for more children during war time, except in Ba Sing Se as there is no war in Ba Sing Se.
