Because people need to buy gas and groceries, and they had a rough month. On a nation built with credit and plastic, you don't get to ask why are you spending credit card money if you don't have the real money. There are enough poor people out there where this should be self-evident.

You know damn well that people buy non-essential goods with a credit card when they don't have the money.

I guess the bank has so much money that it doesn't matter though, so late fees are not needed. But you would still need some system to have them pay the money back in a certain time frame.
