You mean the Mr. Mark setter?
Mr. Mark setter is an adhesive for decals that makes them stick better to plastic. Mr. Mark Softer softens the decals up so they conform better to curved surfaces.
Beyond that, if you mean the top coat, it's to protect the paint, give the model a nice Finish, provide a better surface for panel lining fluid and decals to stick onto, and so on.
