As the development cost per character increases, and the number of returning characters people expect in the base game increases, there's just less and less justification for a goofy joke character. Imagine if Roger got a roster spot but not Steve or Law.Man I remember when Tekken 2 came out and nobody cared that the models only had 10 polygons because there were like 50 characters
