Yea, basically he grounds them for every little thing they ever do wrong, and it ends up backfiring in some horrible/wacky way.

Butters has some of the most abusive parents in the show next to Kenny. South Park is the kind of place where he could still get hired in spite of that, just saying. The Stoch's are trash-tier parents.
