It is always projection, regardless of the sexual dynamics at play. You had that all the time back when hetero was almost always the case, but Korra and Asami were the only two to have any sort of lasting dynamic and you'd have to be blind not to see it. Like, this was before you could expect gay couples in shows as a regular thing, and it was still "Jeez, Korra and Asami would be at it if this wasn't a Nickelodeon cartoon".
