Well, I guess Blizzard did kind of ban it by making battlegrounds give XP. You can turn off XP gain, but that puts you in a separate BGs queue with other people that turned it off. For some reason, most twinks stopped doing it when they went up against other twinks instead of just dominating normal players in min/maxed gear.
There's actually a fairly robust community of level 19 pvp. Lots of people just like to play at that level.
