I think that was more Suharto pulling the wool over his eyes than actual malice on Carter's part.
I definitely agree it sounds like hes on the mild end compared to most others. I think part of the problem is luck of the draw - when a conflict starts up and US interests are involved, the sitting president will be the one to order support/sanctions and thus it will go on their CV so to speak.
Harry Truman signed off on the atomic bombings, but I have no doubt FDR would have done the same.
