The fact that every other president would've been just as eager to do war crimes doesn't justify or absolve Bush of his war crimes in any way.
Bush, Obama, Trump and Biden would've all replicated each other's war crimes if they had a chance. That doesn't mean any of them get a free pass for the war crimes they did get the chance to do, its just a separate indictment for each.
I don't think it absolves him by any means, but I don't think it's unreasonable to measure bad presidents by "terribleness above replacement" to modify the baseball term.
