Sometimes these shows are licensed in other regions that have English as a second language (like Southeast Asia) and you can watch them on those sources with a VPN, though in those cases the English subtitles might not be very good or might even be machine-translated. Aside from that, the best option is hoping someone fansubs the show so you can pirate it and watch it subbed that way, but fansub quality can vary greatly too. Sometimes you might get really good ones, sometimes you might get decent ones, sometimes you might get machine translations because no one decent at the job cares about the show.

In terms of Netflix exclusives (as in, not also available on Crunchyroll, HiDive, or Hulu) I would personally recommend:

* Aggretsuko
* Carole & Tuesday
* Delicious In Dungeon (currently airing)
* JoJo's Bizarre Adventure (Crunchyroll has parts 1-5 subbed, but only Netflix has part 6 or any part of the English dub)
* Little Witch Academia
* Lost Song
* My Happy Marriage
* Pokemon Horizons (currently airing, I believe the next batch of episodes drops in May)

All of these have English dubs, and aside from Lost Song (which I would recommend watching subbed) and Pokemon Horizons (which Netflix doesn't have subbed and the dub is the only option) you can't go wrong watching these in either language. I've also heard incredible things about Violet Evergarden and Cyberpunk Edgerunners, but I've yet to watch Violet myself and will never watch Cyberpunk due to the gore.
