If you're "here's a video board, go nuts", all you're obligated to do is take down videos when someone complains. Once you start selling "premium" access and paying uploaders, your culpability increases substantially.
"Moderation" is pretty much either an all-or-nothing under section 230. Reactive or proactive, with nothing in between.
