I feel like this is false; you should always have a million ultra balls in the event of a random (or intentional) shiny.
The master ball is for a shiny that can kill itself or flee, a la roaming dogs in GSC or latias/latios or whatever (i.e. when it dies, it's dead for good)
(or Abra or something with Explosion or Roar/Whirlwind)
A rayquaza, albeit with low odds to catch and low odds to make shiny (soft resetting takes forever), cannot kill itself until it gets down to Struggle.
