Sort of, in that the secrecy it offered did at least offer some advantages.
Realistically there are sure to have been better plans to achieve the same thing; the plan relied on getting Harry into the tournament in the first place, then having him not get killed before the final stage, and then winning the final stage despite being the youngest competitor, with the villains only way to influence the final stage being very implausible (seriously, the book pretty much establishes that the schools trying to cheat to help their students is practically a tradition and no one thinks to have supervision on the teachers that are prowling the outside of the maze to stop shit like this?). Hogwarts has crazy stuff happen all the time, there had to be a way to eliminate Harry and just make it seem like a mystery who did it. Dumbledore would probably realize who it was but he's going to figure it out regardless.
