Couldn't the disguised professor just have been like, "hey Harry, go pick up that book over there" (by placing the portkey on anything), or "Hey Harry, I'm in charge of the keeping the triwizard cup, will you hand it to me?". I mean, couldn't he had just made it easy and a year sooner?

Voldemort likes to play it low key. I believe he also needed time to regain his strength and/or Wormtail needed to gather all necessary ingredients to bring him back. Idk, its been a while since I read it.

My headcanon is that you can't usually use a portkey on Hogwarts, and the Triwizard cup is supposed to be one.
All of the books take exactly one school year for the nefarious plot to be revealed.

Short answer: Yes.

Long answer: The whole point of Voldemort's return was that no one but he and his Death Eaters was to know about it. His henchmen in Goblet of Fire were two people who were legally dead, one of whom not even Harry and Dumbledore knew about. The beauty of it all was that Harry even spotted the one behind it all on the all-seeing map and still didn't know, because someone else had that exact name. If all had gone well, Harry would have been used in the ritual, killed, and sent back to the maze, where everyone would believe him to have died during the task. That wouldn't work if Harry simply vanished from Hogwarts without warning. So, yes.

Wrong.

Edit: I guess it could be in the movies as I didn't watch the last few.
Sort of, in that the secrecy it offered did at least offer some advantages.

Realistically there are sure to have been better plans to achieve the same thing; the plan relied on getting Harry into the tournament in the first place, then having him not get killed before the final stage, and then winning the final stage despite being the youngest competitor, with the villains only way to influence the final stage being very implausible (seriously, the book pretty much establishes that the schools trying to cheat to help their students is practically a tradition and no one thinks to have supervision on the teachers that are prowling the outside of the maze to stop shit like this?). Hogwarts has crazy stuff happen all the time, there had to be a way to eliminate Harry and just make it seem like a mystery who did it. Dumbledore would probably realize who it was but he's going to figure it out regardless.
