Yeah they were. They represented two halves of L so it was like L revived but more extreme. N was the "I'll stay isolated and solve everything without leaving this box" aspect, and Mello was the "I'll meet you face to face and put my life in great danger" aspect of L. That's why the crime was solved by their combined effort.
