Action. Depending on the game, stealth may end up boiling down to being the same thing as nauseum. Action least lets you come up with some interesting ways of blowing everything up.

Depends.
Third person shooters? - Stealth, I don't like third person shooting at all.
Third person melee? - Action.
First person shooters? - Action.

I might do some stealth to lead off, then finish off with some action.

stealth IF the game is built for it. I hate bad games that have stealth sections
