It depends. She might be provoking you to hit her so she can get you arrested. I'd only hit her to get her off of me, but I'd leave it at that and remove myself from the situation.

yes, but it has to be something flashy. in the very least, a crouching upper cut like in mortal kombat. but better if it is like a jumping spinning heel kick to the face or a flash kick (or backflip kick) or tornado kick or superman punch or something like that.

Same rule applies to men and women: are they going to continue or hurt someone else? If yes, defend. If no, don't care.
I will punch anyone if I think it's necessary for self-defense. And an adult attacking me is most definitely one of those times.
