Saw one of his stand up specials years and years ago. Laughed then, but I have only watched that one special and only seen him in Mystery Men.
Based on those two things I'd say he can be funny.
Edit: I don't remember the special but there was a part where he talks about using crossdressers as paratroopers and a squirrel who steals makeup.
