sometimes these guys are known as the 'gold-fish poop gang', according to TV tropes...

They're the main recurring villain that isn't the main villain, such as the Turks in FF7.

I was gunna say no cuz they are the primary antagonists originally, but ya they almost always are support characters to the A-story of the episode

Nah. That's a specific type of recurring villain, not just recurring villains in general.

Goldfish Poop Gang is more ineffectual comedy loser villains. The Turks wouldn't count, but someone like Solt & Peppor from Chrono Cross would.

I'm pretty sure Yutaka Yamai in Yakuza 8/Infinite Wealth counts. He's both the first real boss you fight and more often fought than anyone else, and DAMN he's the best character in the game
