I remember that they existed, but I never really shopped in Toys 'R' Us all that often, so I never really had any and never really knew what their full policy was for them.

It's not actually illegal for a store to say in advance that they don't offer refunds, and only offer store credit vouchers. Which is basically what the bucks were.

Basically, you can use fake currency as refund vouchers, gift cards, coupons, or a combination of the above. Toys 'R' Us just turned it into something cutesy because it tied into their attempt to look like a happy fun place to shop (even though they engaged in a lot of anti-consumerist practices whenever they could get away with it).
