They are the ones seeing money from the sales in the sense that being employed gets them paid, and they are more likely to be employed if the thing they worked on has success.

Getting employed gets them paid, but game development is a long process that takes years. Hence why they're getting paid through money raised from investors and publishers, and why often times developers are not permanent employees. They're hired to work on a single project, then they need to find a new job when that project wraps up development. Longterm employment at a single company like Nintendo is the exception and not the norm in the games industry.
