Sounds like he's using his time to chat up his higher ups and make it look like he's working instead of actually doing work.The problem is that he won't do the work he doesn't like to do even if a manager tells him to, so he's not a yes man, but they don't do anything about it still

Also he has been in the same spot for like a decade and a half at this point, if he wanted to be promoted I'm sure he would have been by now
