While alts are a constant across all message boards, Gamefaqs is probably worse and a lot of that comes down to the way that the site is administrated where the mod selection process is sketchy at best and they keep revamping rules (and and the moderation system) every few years. And, unlike a lot of other sites, you can potentially be banned for things other people do, given their rules regarding shared networks.
A good chunk of the board seems to have at least one alt for their other account is warned. However, given the variation in moderation where two people can say the same thing yet one is fine and the other is warned, not everybody necessarily runs into trouble. And lurkers, etc, might not even notice when they've been warned because they're too infrequent.
Then, of course, there's just the matter of people who forget their password and recovery details so they have to make a new account.

Even with the countless people who do it? Quite a few of my alts were directly inspired by other posters. I made a Krogan-pun-based account (despite never playing Mass Effect) because the board had several posters named Krogan at the time, including the infamous KBE who had quite a few alts.
Bear in mind that we have a Joe-Biden and Kamala-Harris gimmick alt now. Haven't you ever been tempted to join in on the festivities?
