Because it's not really that shocking. Trump very openly puts corporations ahead of people, which surprises nobody because of his background. The repeal of consumer protections like net neutrality is completely within the bounds of what would expect from that, as is appointing an FCC chair who cares more about ISP's profit margins than service delivery.
