The Sonic attacks on the US Embassy in Cuba, what Country is doing them?

I'm thinking who ever is doing it is using several Ultra high frequency emitters that are supposed to be emitting the same exact frequency sound, but they don't. They are probably drifting off slightly, probably because of temperature and other factors, and causing beat noises that can be heard and that change as the emitters drift in different but close frequencies. The beat sounds are probably not intended and are a side effect.
I'd rule out Russia because they probably have good enough tech that they wouldn't be making that mistake.

I don't think they are sonic attacks because I don't actually believe that sounds could cause symptoms like that over time.

I don't know. I'm pretty sure it's not Cuba, since they seem as pissed off about it and eager to get to the bottom of it as the US is and they have no reason to screw up a detente they just negotiated.

Beyond that... who knows?

I don't think its the Cuban government either. I think its a radical or something along those lines.
