My apartment covers them in the rent, so technically I am paying for them? Not sure. Depends on how you interpret it.
Story is, I pay $801 per month, whether I leave a light on for 31 days, or if I don't even set foot in the apartment and leave it in total darkness. My electric/water usage does not change my overall rent.

That's interesting, I've never lived somewhere where Electricity is free. Even in an Apartment it is usually metered (Typical meter located outside of the apartment).
Utilities Defined as:

Never heard of a place that doesn't, except for people on government assistance where the gov picks up the bill.

I have a well. I wouldn't trust drinking from it, but it's otherwise fine.
