I dunno about Philly, but in NC, there's virtually no oversight over what qualifies as a private school. Someone investigated and found a number of schools that received more vouchers than they had students. The journalist who covered it couldn't even find the location of one of those schools, just a number of addresses that led nowhere.
And - again in NC - they just took the vouchers from the educational budget. So if they devote X amount to this, that's X amount taken from public schools.
And more generally, any plans proposed and supported by the Republican party is sure to be a scam in some way.
