Of all the moves her Garchomp changes from title to title, Earthquake is the only move it always has. So the writers are just morons. In fact, in the anime it knows dig of all moves.
Last I heard, earthquake-related moves are not featured in the anime in order to avoid parallels to Japan's relatively frequent earthquakes.
One episode of the Ruby/Sapphire series and two episodes of the Black/White series were canceled ahead of airing for a related reason, as particularly devastating earthquakes occurred close to their planned airing dates.
