Have you been playing for the past few days or just today? I heard a few people had some issues today.
I've had problems since launch. Online gaming on my PS4 and Xbone is hit and miss usually.
Other aspects of the internet works well. Streaming in 1080p works fine, web pages load quickly.
Probably an upload issue with your old modem or something
