You might have realized this already if youve played a few more chapters, but that wasnt Kuze (guy who lost his finger) who tortured Majima, it was Shimano, leader of another family in the Tojo Clan (the family Majima was formerly in). Hes Sagawas sworn brother and thats why Sagawa has been in charge of everything Majima does.
