Second of all, tanks actually have the worst queue for Alliance because there's only 3 spots. If you have a DPS or Healer at that level it'll actually be faster. That said, an hour is ridiculous.
My experience is the opposite, weirdly enough. Tanks have blazing queues for Alliances, second only to 'queue, ding instantly' healers. You're right about how common Ivalice raids are though -- the important thing to remember is that only 40% of the playerbase or so has clears on any sort of difficult content (Extremes and up) and the Ivalice raids are much closer to Extremes than your average normal dungeon snoozefest. Really wish they ilevel-capped Crystal Tower to 50-70, tbqh. You'd see an actually decent spread across the alliance roulette if people couldn't totally obliterate thanks to ARR's fucked up scaling.
