bulbinking posted... I would tell you a deck that easy beats most npcs, but you already said you dont have lunar bahamut which is needed to play with matoya as the linchpin of the strategy.
I have also beaten all NPCs. It's just this last one in the Lochs to have cards I'm missing has gone 20+ matches already without giving up a single drop. It's really just rng being a massive tool.
