Eh, the slow response time is understandable given the circumstances. It is an unusual scenario with a lot that could go wrong. The captain of the ship had no idea if these refuges had a bomb or weapons or something that could cause them harm, there could be political ramifications from rescuing the migrants that the captain was not aware of & furthermore there may be immediate logistical concerns of where they could safely house the migrants. A lot could had have gone wrong, so it would be wise to communicate with a higher up or at the very least think about the situation a bit before acting. It would be one thing if the vessel's primary purpose was humanitarian, but it is a military vessel, so it has other responsibilities that it has to worry about, such as the safety of it's crew & the fulfillment of its mission both of which could have been endangered by rescuing the migrants.
Furthermore, I don't think the migrants did enough due diligence before embarking. Packing a small dingy over capacity with no life jackets and people that can't swim is a recipe for distater. They were lucky there was a ship in the area before going down. If there wasn't they would all have died more than likely. I don't think 30 minutes in the ocean is a death sentence with proper preparations. I mean I know they are poor and desperate, but doing what they are doing is pretty much suicide.
