Of the episodes I've seen so far, Vics is strange because Bashir treats like a dude but then people like Worf treat him like a machine, and Vic doesn't seem to particularly care either way, which makes him seem not quite a person, even though he shows these desires to act on his own in crazy ways to ''help' peopleBecause he's programmed to help people, just like Voyager's Doctor is programmed to do medicine.
