Toes meeting in together at a 90 angle, do reps pushing up on your tip toes.

Switch so your heels are now together at a 90 angle, again do reps pushing up with your toes.

When you run, swivel your hips a little. Dont just stomp and keep straight. You ever notice how power walkers do that big hip swivel? Try to go for a little bit of that, adjust to however you feel comfortable.

Land on your forefoot, kissing the ground with your heels a little, and then push back out with your toes propelling you forward. You ever run barefoot in your house? Notice how you do most of the work with the front of your feet and your toes? Try your best to emulate that.

Get fitted for some proper running shoes, either your arches may be sunken or too high.

Mostly this, but I would experiment with getting flat shoes. The big drop from heel to toe on most running shoes massively encourages landing on your heel, which is an absolute no. You can still get padded shoes, but flat soled is better. Altra has a great pair that is padded but flat.
