It's kind of surprising since Samus was extremely powerful in the previous rounds. Though it's not shocking since The Chief is a severely downgraded gaming icon here and Samus is probably stronger than ever.
We also have to take into account that there seems to not exist any kind of hierarchic rule, as proven by the Mario spanision with Ms. Pac-Man and Sephiroth. I'd rest assured Sephy would put at least 30% more directly on Mario.
