I'm pretty sure towing while someone is in the vehicle is illegal basically everywhere

Some are legitimately shit companies that are wholesale malicious. Others are just doing what they've been contracted to do.

Legality only matters if you have the resources to challenge it and/or the office enforcing it can be bothered to do so.

wasn't there that video of a tow truck trying to take a car and kidnap the people inside while it was driving around? like the story was the car was at a red light and the tow truck driver tried to take it

Yeah, that was out of California I think.

It's not surprising. There was one in Philly that was notorious for all kinds of shady shit like blocking/removing the sign warning people that their car would be towed for parking there and then returning it after the car was parked and the owner left.

Yes that's literally kidnapping.

Is towing commission based? I cant imagine caring enough to be that shitty, unless it means they dont get paid or something. Still doesnt justify doing something illegal, but would explain why it seems to be relatively common.
