Most of the time the average person has no idea what's happening because the super evil guy is trying to do something that takes over the whole world at once not take understanding that if he couldn't take over it conventionally he wouldn't be able to hold it for very long. But in the RPGs where people are aware of what's happening they do send armies and your team is like the Delta Force that sneaks around back to go kill everyone. And there's a few that have exceptions.
