All of these powers depend on how powerful the user is to begin with.

As telekinesis can range from being able to pick up a sheet of paper with your mind, to some broken shit like Jean Grey. Which same applies to the other powers and their weak to busted ranges.

Speed abilities sometimes range from above average speed to fucking time travel in fiction.
Telepathy sometimes range simple communication to OP shit like mind fucking the masses.
Weather manipulation can range from small shit, to some of the upscale Omega level shit Storm can do in comics.

Telekinesis is not inherently better than the other powers if the user is weak.

How fast is the flight speed and how fast is the super speed?

My choice really depends on wether it's a world of other super powered beings. Assuming that I'm the only one, I'd go with weather control. I would use it to make the world a better place by convincing the assholes of the world that their god doesn't like what they're doing. At least the ones naive enough to believe in that nonsense. Bigoted and hateful political candidates that promote their hate and division will start getting struck by lightning. Their rallies will get hit with freak hail storms. Not big enough to kill, but big enough to fuck up the paint on the vehicles of every supporter there. Then move on to bigger displays like counties banning books from schools and removing polcies that protect marginalized groups of children would see major, devastating storms move in after these sort of policy changes. I would spend the rest of my life terrorizing people into being better.
