After the new information, seems like she already had the bike and they pulled up on her and pushed it back with her on it to lock it and then wouldn't let her pay again by covering the QR. This is becoming an issue around NYC. People push you while you're taking or returning the Citi bike and then the original person gets charged for the ride and if it's not returned in 24 hours, they're charged the price of the whole bike, which is $1,200+. https://heavy.com/news/sarah-jane-comrie-citibike-video/ Man this story just keeps getting better and better.
