If I'm looking into it correctly the bill wouldn't outright ban Genshin but more like give them the right to do so.

If that's the case I'm not really worried because this bill looks like it was more targeted towards Tik tok which harvests data, which is a legitimate reason to be banned

(very minor spoilers contained, no plot info or anything, only skip this if you want to be totally blind to what happens)

Every major Archon chapter has some kind of a big "boss" battle. The Prologue had Dvalin, right? Well you're fairly close to the climactic boss battle for Liyue. Once you clear that, IIRC the teapot quest opens up right away.
