Four people have been arrested in the rape of an LSU student who was left afterwards in a neighborhood near where she was fatally struck by a car about an hour later, authorities said. Kaivon Washington, 18, and a 17-year-old, who is not being named because he is a juvenile, were each booked on a count of third-degree rape, booking documents say. Casen Carver, 18, and Everette Lee, 28, face charges of principal to third-degree rape. All three men turned themselves in Monday, while the juvenile turned himself in Sunday, deputies said. Madison Brooks, a 19-year-old sophomore at LSU's Manship School of Mass Communication from Madisonville, had been drinking at Reggies, a Tigerland bar, where she met the 17-year-old, and left with him and the three other suspects, deputies said. Surveillance footage and interviews with the suspects showed that she was obviously intoxicated when she left. The group pulled over after leaving Reggies, arrest documents say. Brooks had asked them to bring her home because she was too drunk and hadnt been able to find her friends, deputies said they were told. Deputies say Washington and the 17-year old raped Brooks in the back seat of a car. A third-degree rape charge involves cases where the victim is "incapable of resisting or of understanding the nature of the act" because of intoxication, according to state law. Deputies said Brooks had a blood-alcohol level of .319, nearly four times the legal limit to drive and enough to give someone alcohol poisoning and render them unconscious. Carver and Lee, 28, sat in the front seats while the rapes happened, the arrest documents say. Carver said he felt uncomfortable with the sex happening in his back seats and "hated it." When asked if Brooks was too impaired to consent to sex, Carver responded, "I guess." Carver said he told the two to stop. Brooks was unable to tell them where she lived and the four dropped her off in a subdivision, the documents say; she was later hit by a car and killed on Burbank Drive shortly before 2:50 a.m. Jan. 15.

Joe Long, defense attorney for Carver, provided a statement late Monday night. He had turned his client into deputies earlier that day. "This was tragedy, but not a crime," Long said. "When all the evidence is known, everyone will see this was not a crime," Long said. Brooks' death strikes a campus community that has faced enormous scrutiny over alcohol-related deaths and sexual assault and harassment. News of the arrests led to immediate calls from the university's president for changes. In a statement, LSU President William Tate IV said Brooks "should not have been taken from us in this way" and that "what happened to her was evil, and our legal system will parcel out justice." Tate said it was time for "our collective grief and outrage" to lead to action on underage drinking by the university and the Baton Rouge business community. Tate noted that all but one of the men accused in Brooks rape were underage but had been able to drink in a local bar. He said he plans to call a meeting of local bars and other businesses to discuss how their responsibilities directly impact the safety of our students. We will work openly against any business that doesnt join us in efforts toward creating a safer environment for our students, he said. Enough is enough.

I'm going to go out on a limb here and say this probably isn't an uncommon occurrence in ANY of the Tigerland bars.

Now whether an incident like this makes people stop looking the other way or not, who knows.

As an LSU alum, Reggies is notorious for being the underage bar. When I was in school if you were old enough to legally drink then you were too old for the Reggie's crowd and you went to Fred's instead. Hell one time after finals my freshman year me and my friend went to Reggies and his sister and her friends were there. They were 16 and still in HS but none of them had Xs on their hands and all were drinking.

I'm kinda surprised it took this long for something to happen to them (they just had their liquor license pulled after this). I'm sure it does happen somewhat at other bars but there's no way it goes more than it did at Reggie's.

As for the student who was killed, she had a BAC of .319 so anyone saying she consented like the slimey lawyer is trying to say is full of it. I read she could barely walk out of the bar according to camera footage from Reggie's. Hope the men involved get prosecuted to the full extent.

Reggies sounds like it should have been shut down years ago. Pretty wild that it is such an open secret with no repercussions.

Im also from the south. There are plenty of bars I could go into at 16, but none that would serve me alcohol that young. Im sure I couldve been sneaky at a handful, but for it to be an open secret state-wide it sounds like Louisiana has a serious problem.

It sounded to me that the lawyer is for the guy who sat in the front seat. I think he is trying to say his client didnt rape her, not that she wasnt raped. I dunno how the law works in this case or what he can be charged with. If the lawyer is the same guy for all four saying this, yeah, it is completely full of shit to say it wasnt rape.

If someone in the backseat of your car begins committing rape, how is your first reaction not to pull over and choke slam the guy through the pavement? I knew he was doing it and I just hated it is weak.

Like I said though I'm surprised it went on as long as it did. My first year at LSU was in 2008 and it still had that reputation even back then 15 years ago. Dunno when it first opened. Fred's is right next door and doesn't really have that reputation, it's more of an older crowd and they do concerts and stuff there sometimes. I know Shaq does his DJ thing there occasionally.

It's common in most college towns that bars will allow in 18+ but you have to be 21+ to be served. That's because bars may also be restaurants so they want the patronage. But a bar worth its salt would wristband/handstamp at the door those who can drink so the bartenders/wait staff don't have to card.

However, there can always be that scumbag bar that just serves anyone and let's the chips fall where they may.

I get it, everyone is entitled to a legal defense. But goddamn if I don't wonder how these fuckers are able to sleep at night.

That poor girl. Those guys need some serious jail time. The fact that she was too drunk to even tell them where she lived should have been enough to make them go okay we shouldn't take this any further.

But it does seem too common that underage college students get their hands on alcohol. There were several students killed in Cali in a similar way. Got way too drunk and then got hit by a car while on foot. Several managed to walk onto freeways... Definitely shouldn't be happening as much as it does

The entirety of Tiger Land, especially Reggies, should have been shut down years ago. Its nothing but drunk drivers and drunken fist fights. I grew up in Baton Rouge and LSU is one of the most toxic universities to live around that I can think of.

Who was driving the car that killed her? One of the suspects? Or their buddy? People can be cunning.

I lived there for 7 years and thankfully lived in relatively safe areas the whole time. Kirby Smith for two years. A condo complex on West Parker for three years and then gated condo complex University View for my final two years back when it was safe. Its not as safe anymore.

That stretch of Burbank isn't very well lit and on a curve if its by Pelican Lakes like I read. They said the driver wasn't impaired, probably just didn't see her until it was too late

If someone dies (especially the victim) during the commission of a crime or after as a direct result of said crime (in this case she was hit by a car), you hit them with murder charges.

Yeah, wandered onto the road is what I'm assuming happened. I live in LA and we've had multiple incidents where extremely drunk college students wander onto the highway and get hit. Having a bac that high leaves them incredibly confused and disoriented.

If it was straight up 1st degree, like the person is saying no stop, then obviously yes choke slam them. But if someone is moaning and enjoying themselves that get more complicated.

Yes she trusted them to take her home and she was clearly too drunk to consent and it was wrong of that guy to take advantage. If anything I wish minors lost their protection for being protected after 16 and this dude should get roasted publicly.

Not defending it but at college getting drunk, partying and having sex is the regular idea of fun. If you tried fighting every horny intoxicated person you would quickly stop getting invited to any outings.
